Another former school property in Windsor-Essex could soon have a very different future.

Fortis Group is proposing to redevelop the former D.M. Eagle Public School property at 14194 Tecumseh Road East into a 48-unit condominium development. The approximately three-acre site would include four three-storey, low-rise residential buildings with 12 units in each building, along with 104 parking spaces.

The proposal recently went through a public open house where it received considerable opposition from nearby residents.

From School Site to Residential Development

D.M. Eagle Public School closed in the summer of 2024 after students moved to the new Beacon Heights Public School. That left a sizeable piece of institutional land in an established part of Tecumseh looking for a new purpose. The property is currently zoned Institutional, and Fortis Group is seeking a zoning amendment that would allow residential development.

If the rezoning is approved, the developer has indicated construction could potentially begin in the spring or summer of 2027.

Why Are Some Residents Concerned?

Traffic was one of the primary issues raised at the public open house. The site is located along Tecumseh Road East, with Beacon Heights Public School nearby and additional residential development already taking place in the surrounding area.

Residents also raised concerns about density, parking and privacy for neighbouring properties. The property backs onto Beach Grove Golf & Country Club, which makes the location particularly interesting from a redevelopment perspective.

The Bigger Question: What Happens to Former School Sites?

This proposal highlights a real estate issue that communities across Windsor-Essex will likely face more frequently. What happens when large institutional properties are no longer required for their original use? Former school sites can present strong redevelopment opportunities because they are often sizeable parcels located within established neighbourhoods where roads, municipal infrastructure and services are already in place.

At roughly three acres, the former D.M. Eagle property represents a significant infill opportunity. At the same time, redevelopment within an established neighbourhood is very different from building on vacant land at the edge of a municipality.

Existing homes are already there. Traffic patterns are established. Privacy, setbacks, building height and how a new development fits into the surrounding area become important considerations.

Why Infill Development Matters

Windsor-Essex continues to grow, and not all future housing can come from new subdivisions. Infill development allows municipalities to add housing within existing communities and make better use of land and infrastructure that are already available. That does not mean every proposal is automatically appropriate for every site. Density, parking, traffic, setbacks and the relationship between new buildings and neighbouring properties all need to be considered through the planning process.

That is exactly what will need to be determined with the former D.M. Eagle property.

What Happens Next?

The rezoning application still needs to go before Tecumseh council. Council will ultimately have to consider the proposed development, planning recommendations and feedback from neighbouring residents before making a decision. Regardless of the final outcome, this property is a good example of a development issue we expect to see more frequently across Windsor-Essex.

As communities grow and older institutional properties become available, finding the right next use for these sites will become an increasingly important part of local real estate and municipal planning.
