Ontario’s New Home HST Rebate: What Windsor-Essex Buyers Need to Know in 2026
Posted on October 25th 2026 by russellalovich
Buying a new construction home in Windsor, Tecumseh, LaSalle, Lakeshore or Essex County? Here’s how Ontario’s enhanced HST rebate works and why the advertised price isn’t always the final price.
Ontario’s expanded HST relief on new construction homes is welcome news for buyers throughout Windsor and Essex County. Under the temporary program, eligible purchasers can receive up to $130,000 in combined HST relief when buying a newly built home.
However, understanding how the rebate works is important, particularly when comparing builder prices or considering upgrades to a new home.
One of the biggest sources of confusion is whether the advertised price already includes the HST rebate.
What Is Ontario’s Enhanced HST Rebate for New Homes?
Ontario’s temporary enhanced HST relief is designed to reduce the tax burden on eligible new homes and substantially renovated properties.
The enhanced provincial rebate and Ontario’s New Home Affordability Payment can provide combined relief equivalent to the full 13% HST on eligible homes valued at $1 million or less.
For eligible homes priced between $1 million and $1.5 million, the maximum combined relief remains $130,000.
The enhanced relief is gradually reduced for homes valued between $1.5 million and $1.85 million.
For purchases from builders, the temporary enhanced program generally applies to agreements of purchase and sale signed between April 1, 2026, and March 31, 2027, subject to additional eligibility requirements and construction deadlines.
Importantly, this relief is not exclusively for first-time buyers. Eligible existing homeowners purchasing a qualifying new primary residence may also benefit.
Separate first-time homebuyer rebates have their own eligibility requirements and qualifying dates.
Does the Advertised Price of a New Construction Home Include HST?
Not necessarily.
When purchasing a newly built home in Windsor-Essex, buyers may encounter three different ways of advertising the purchase price:
- HST included: The advertised purchase price includes HST, although the agreement may contain provisions regarding applicable rebates.
- HST extra or exclusive of HST: HST must be added to the advertised purchase price before accounting for available relief.
- Price after HST rebate: The builder has advertised a price that assumes certain HST rebates or credits will apply.
These distinctions are important because an advertised price may not represent the final amount payable by every purchaser.
Buyers should confirm how the builder has calculated the advertised price and whether it assumes the buyer qualifies for a particular rebate.
Ontario New Home HST Rebate Examples for 2026
The following table illustrates the potential impact of enhanced HST relief on eligible new construction purchases.
| Purchase price before HST | Approximate purchase price after HST relief |
|---|---|
| $700,000 | $700,000 |
| $800,000 | $800,000 |
| $900,000 | $900,000 |
| $1,000,000 | $1,000,000 |
| $1,250,000 | $1,282,500 |
| $1,500,000 | $1,565,000 |
| $1,550,000 | $1,636,643 |
Examples assume qualification for the maximum combined relief under the temporary program. Actual eligibility and the timing of rebate payments or credits vary. Figures exclude other closing costs.
For example, an eligible buyer purchasing a new home with a pre-tax price of $900,000 could receive relief equivalent to the full $117,000 in HST.
However, on a $1.25 million new home, the maximum relief is $130,000, leaving approximately $32,500 in HST payable after relief.
This is why buyers should carefully review the HST treatment of a new construction purchase before signing an agreement.
How Do Lot Premiums and Builder Upgrades Affect the HST Rebate?
Lot premiums, finished basements, upgraded kitchens and other builder extras can increase the taxable purchase price.
Depending on the final value of the home, these additions may also reduce the available enhanced HST relief.
Consider a new home advertised at $1,475,000 before HST.
Assuming the buyer qualifies for maximum relief, the approximate acquisition price after HST relief would be $1,536,750.
Now suppose the buyer adds a $75,000 lot premium.
The pre-tax purchase price increases to $1,550,000, exceeding the $1.5 million threshold at which enhanced relief begins to decline.
The approximate price after HST relief increases to $1,636,643.
That means a $75,000 lot premium increases the overall acquisition price by almost $100,000.
The difference comes from the additional HST and the reduction in rebate eligibility.
Why the HST Rebate Matters for Windsor-Essex New Construction Buyers
Across Windsor and Essex County, buyers considering newly constructed homes have a variety of options, from residential subdivisions to new townhomes and condominium developments.
Communities such as Tecumseh, Lakeshore, LaSalle, Amherstburg, Essex, Kingsville and Windsor all offer opportunities for buyers interested in new residential construction.
When comparing these properties with existing resale homes, understanding HST is essential.
Most ordinary residential resale transactions are generally exempt from HST, while newly built homes are typically subject to the tax.
Although enhanced rebates can reduce the difference, buyers should compare the total acquisition costs rather than relying strictly on advertised listing prices.
Other factors such as lot premiums, builder upgrades, development-related charges passed on under the purchase agreement, land transfer tax, closing adjustments and legal expenses should also be considered.
Who Qualifies for Ontario’s Enhanced New Home HST Rebate?
Eligibility depends on several factors, including the agreement date, intended use of the property and applicable construction deadlines.
For the enhanced rebate on a home purchased from a builder, key requirements generally include:
- An eligible purchase agreement signed between April 1, 2026, and March 31, 2027.
- The home being purchased for use as the buyer’s or qualifying relation’s primary place of residence.
- Construction beginning and being substantially completed within the required deadlines.
- Meeting the applicable purchase price and rebate eligibility requirements.
Different rules may apply to new residential rental properties, owner-built homes and first-time homebuyers.
The temporary enhanced rebate also has separate components administered through the Canada Revenue Agency and Government of Ontario. Buyers should confirm whether any rebate will be credited through the builder or received separately, and when the funds will actually be available.
Because eligibility can vary, buyers should seek advice from their real estate lawyer or qualified tax professional.
Five Questions to Ask Before Buying a New Construction Home in Essex County
Before signing an agreement with a builder, prospective purchasers should confirm:
- Is the advertised price inclusive or exclusive of HST?
- Does the advertised price already assume an HST rebate?
- What rebates and credits am I actually eligible to receive?
- How will lot premiums, upgrades and other additional charges affect the final purchase price?
- Will the applicable relief be credited at closing or paid separately, and what are the consequences if I don’t qualify?
Getting clear answers to these questions can help prevent costly misunderstandings.
