Windsor Residents Asked to Weigh In on Future of W.D. Lowe Site

The future of one of Windsor’s most iconic school sites is now in the hands of residents. The City of Windsor is asking the community for feedback on how to redevelop the former W.D. Lowe High School property on Giles Boulevard East.
The survey, which runs until September 16, is part of the city’s Housing Solutions Made for Windsor initiative. This program is focused on creating more homes on municipally-owned land, and the Lowe site is one of six properties identified as a priority.
A Unique Opportunity in Windsor’s Core
The property covers about five acres, and city officials see a real opportunity to add badly-needed housing while preserving the heritage facade of the former school. Mayor Drew Dilkens has emphasized that protecting the exterior is key, but redevelopment of the rest of the site could provide a significant number of new homes.
“They don’t build schools like that anymore,” Dilkens said. “The facade is worth protecting, while the rest of the property could help address Windsor’s housing needs.”
For longtime Windsor residents, this site has deep history. Originally opened in the 1920s as Walkerville Technical School, it became well known for its trades programs before closing in 2000 due to declining enrollment. Many in the community still see it as one of the best trade schools Ontario ever had.
Divided Opinions on the Best Use
Not everyone agrees on the path forward. Some believe housing is the right move, especially if it balances green space and community amenities. Others argue that Windsor still needs stronger trade education options, and that reopening the school in some form could help fill the gap.
A few residents have suggested other ideas, such as repurposing the building into a long-term care facility. The survey is designed to capture these perspectives and will also gather feedback on details such as building height, parking, and how the school structure itself might be reused.
What Happens Next
Once the survey closes, the City of Windsor plans to issue an Expression of Interest. This will give developers a chance to submit proposals that align with the community’s feedback and the city’s housing strategy.
