16 Townhomes Proposed for Former St. James Anglican Church Site in South Windsor

A familiar South Windsor property is one step closer to a major transformation.
The former St. James Anglican Church site on Roseland Drive East is being proposed for a 16-unit townhome development, following approval of a rezoning report by the City of Windsor’s Development and Heritage Standing Committee. The proposal will now move on to Windsor City Council for final consideration.
What Is Being Proposed
Petcon Realty Corp is seeking approval to redevelop the 1.25 acre property with a mix of semi-detached and townhome dwellings designed to fit the surrounding neighbourhood.
The plan includes:
- Two semi-detached buildings containing four total units
- Four townhome buildings containing twelve total units
Each home would include an attached garage, private driveway, full basement, and living space ranging from approximately 1,500 to 1,900 square feet. The layout reflects a lower density approach that aligns more closely with existing single family homes in the area.
Why This Site Matters
St. James Anglican Church first opened in the early 1950s and served the South Windsor community for decades. The church held its final service in October 2023 and the property was listed for sale in early 2024 for just under one million dollars.
